INCENTIVES FOR NEW AND EXPANDING REATILERS

NEW RETAIL BUSINESSES LOCATING IN THE CITY OF JACKSON, ALABAMA

Basic Criteria:

  1. Brick and mortar location
  2. Employees must be physically employed in the Jackson location
  3. Must have a projected annual retail gross taxable sales of $1.5 million or greater
  4. Project must employ five or more full time employees and have a minimum $500,000 capital investment including property, building, equipment and renovation.

Incentives:

  1. Qualifying projects will be considered for rebates of up to fifty percent (2% for retail; 2% for restaurants) to the property developer or retailer of future city sales tax receipts.  The number of years this incentive/rebate will be given will be dependent on amount of initial capital investment, estimated yearly taxable retail sales, and overall impact of project to the Jackson market.
  2. All projects will be subject to a project agreement which will be implemented by resolution approved by the Jackson Industrial Board and the Jackson City Council.
  3. Any projects not meeting the full requirements of an approved project agreement each year shall forfeit their rebate.
  4. City will consider waiver of building permit fee
  5. City will consider waiver of water and sewer tap fees

Existing Retail Businesses wishing to expand in the City of Jackson

Basic Criteria:

  1. Brick and mortar location
  2. Employees must be employed in the Jackson location
  3. Project must employ three or more additional employees with the expansion (at least 2 must be full time positions)
  4. Retailer must have been in business in Jackson for three or more years and have gross annual taxable sales of $500,000 or more as reflected in the previous twelve months reported sales to Jackson’s sales and use tax collection agent. The twelve month reporting period will correspond with the City’s budget year. (October 1st through September 30th).  The number of years this incentive/rebate that will be given will be dependent on amount of initial capital investment, estimated yearly taxable retail sales, and over all impact of the project to the Jackson market.
  5. Business must meet the criteria as set out by Resolution of the City Council each year to qualify for the incentives/rebate.

Tucson Roberts has practiced economic development for over 35-years in Alabama, Mississippi and Florida. His economic development career began when Craig Air Force base closed in 1979. He became the first executive director of newly-formed Craig Field Airport and Industrial Authority near Selma, Alabama that included an operating airport, housing, utility department and industrial park. Since that time, he has managed local-economic development organizations in Scottsboro, Dothan and Andalusia, Alabama as well as Meridian, Mississippi. He has extensive experience in both industry and retail recruiting and workforce development. 

 He is perhaps best known for his successes in airport and industrial and recruiting. He has recruited numerous aerospace and industrial companies, managed an airport and served for two-years as Dean of the Alabama Aviation Center (AAC) in Ozark, Alabama. The State of Alabama’s aviation school (AAC) specialized in the training of FAA certified aviation airframe and power plant mechanics and technicians. He currently serves as President of Tucson Atlantic Consulting. His recent consulting activities include: Technical assistance to communities, community assessments, aviation assessments, strategic plans as well as industry and retail recruitment.   • Chairman of the Southeast Alabama Council for Economic Development (Dothan, 2009, 2010)
  • Vice-Chairman of the Janus Institute (2010-present).

He earned two Masters Degrees and an Urban and Regional Planning Certificate from the University of Alabama. He and his wife, Kathy, currently reside in Point Clear, Alabama.
